Living Dex is possible without cheats. I repeated this mantra while stealing a generic Youngster's Rattata just to fill the slot. The stealing mechanic effectively patches the "Trade Evolution" issue because you can often find evolved forms on enemy trainers and just take them. It is predatory, it is ruthless, and it is the most efficient filling of the National Dex I have ever experienced.
OPERATIONAL CONCLUSION
The narrative forces you to be the bad guy, but the gameplay forces you to be a kleptomaniac. The custom soundtrack beats the standard trumpets into submission. It feels like a fresh coat of paint on a very familiar engine.
100% completion took me 35 hours. It's shorter than a standard mainline entry because you cut out the grinding time by stealing ready-made combatants. However, be warned: The "Police" threat level is real. You aren't just fighting wild mons; you are fighting the law.
